I agree that it can be due to some trace metals in the tattoo ink which is causing this tattoo to raise and swell up. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

Sometimes an old tattoo will swell up due to allergies to the ink. These allergies can crop up years later. Another reason for tattoo swelling years later could be using harsh cleaning products or lotions on the area.

It doesn’t matter if your tattoo is old or new, itching It will cause several problems. If your tattoo is new then itching will pull out the ink from the dermis (the second layer of skin) and thus the whole design will mess up. If your tattoo is old then instead of itching it, you should moisturize it with a good lotion.
