We don't know if nuns shaved their heads before mastering airbending, and were allowed to let part of their hair grow after completing their training. Or if it's the reverse, and they had full heads of hair before the tattoos. In LoK, both of Tenzin's daughters have normal hairstyles, as does his wife. A lot has changed, though, so it might not be indicative of the Air Nomad's old customs.
